Local Services: Ryan White - Title II

RYAN WHITE II EMERGENCY ASSISTANCE PROGRAM

States and territories are funded under Title II to improve access to primary care and support services that enhance access to and retention in primary care. Funds may also be used for early intervention services to move PLWH into care. States have program flexibility to ensure a basic standard of care across their diverse service areas.

They may support five different programs:

  • Medications to treat HIV disease (AIDS Drug Assistance Program, ADAP)
  • HIV care consortia (groups similar to Title I planning councils)
  • Services provided directly by States or State contracts
  • Health insurance coverage, and
  • Home and community-based services.

In Ohio, to qualify for Ryan White Title II Emergency Assistance Program
  • Ohio Resident
  • Physician verification of HIV infection
  • Last resort- Client and case manager have documented no other way to pay for the services that are needed
  • Cooperation with case management on an Individual Service Plan
  • Income restriction: 300% of Federal Poverty Level
  • Income restriction (Proof of monthly income is required):
    • $29,400.00 year- individual
    • $2,459.00 gross monthly for individual
    • $39,600.00 gross for a couple
    • $3,300.00 gross monthly for a couple
    • $850.00 for each dependent there after
CRITERIA AND SERVICES THAT MAY BE COVERED FOR AN HIV-INFECTED INDIVIDUAL BY RYAN WHITE EMERGENCY ASSISTANCE PROGRAM
  • Transportation (bus tickets, reimbursed mileage (gas only))
  • Legal Aid (basic wills, trusts)
  • Mental health counseling (through a licensed practitioner)
  • Child care (must be through a licensed facility or licensed provider)
  • Diapers, supplies
  • Baby food, Formula
  • Bereavement services (not available for uninfected family members; does not include funeral, burial or cremation expenses)
  • Health insurance premiums (one time only)
  • Housing (current rent, deposits, moving once per year; cannot be used for mortgage payments or back rent)
  • Utility bills
  • Nutrition
  • Food vouchers and oral nutritional supplements
  • Rehabilitation: physical therapy, occupational therapy (not to include vocational rehabilitation), adaptive equipment
  • Diagnostics, T-Cell count
  • Medical services, physician office visits
  • Emergency Rx’s not covered by drug program for HIV-related conditions
  • Dental: cleaning, HIV-related Rx’s, root canals, etc (on case-by-case basis)
  • Home health: (home health aide, homemaker supplies, diapers, incontinent pads) 

SERVICES THAT CANNOT BE COVERED BY RYAN WHITE EMERGENCY ASSISTANCE PROGRAM
  • Emergency room visits, urgent care--cannot be covered
  • Outpatient surgery--cannot be covered
  • Hospitalizations--cannot be covered
  • Ambulances--cannot be covered
  • Physician visits while in hospital--cannot be covered
  • MRI, CT scans--cannot be covered
  • Eye glasses, except CMV-related--cannot be covered
  • Hearing aids, except HIV-related--cannot be covered
  • Household items (stoves, beds, refrigerators)--cannot be covered
  • Rental furniture--cannot be covered
  • Clothing--cannot be covered
  • Pet food or products--cannot be covered
  • Co-pays from other insurance--cannot be covered
  • Car repair or direct maintenance (oil, tires)--cannot be covered
  • Car payments--cannot be covered
  • Auto insurance--cannot be covered
  • Property taxes--cannot be covered
  • Tuition expenses or employment readiness services--cannot be covered
  • Airline tickets--cannot be covered
  • Syringe exchange programs--cannot be covered
  • Any services covered by Medicaid--cannot be covered
  • Anything not HIV-related--cannot be covered
  • Anything not an emergency--cannot be covered

Often there are other resources in your area that might be able to provide assistance with the items that are not covered by Ryan White Emergency Funds. Call your case manager for possible alternative funding resources or agencies that might help.

RYAN WHITE CONSORTIA #3 for Title II Services

The Ryan White Title II Committee of Consortium #3 is the decision-making body that determines how much of the local Title II funds (care dollars) should be allocated to housing, nutrition, or other services.
Title II funds are designated as the payer of last resort. That means that a case manager must first make sure that no other possible resources are available to fill the client’s need. For instance, a client may need a ride to the doctor for an HIV related appointment. The case manager must first try to access nearby transportation services (e.g., Metro Fair Deal, Medicaid transportation, Access etc.) before issuing a cab voucher to the client.

Your local Ryan White Title II Committee of Consortium #3 meets monthly. If you would like to become a regular member contact your case manager to schedule training with the Chair of the committee. RYAN WHITE CONSUMER'S COMMITTEE

MISSION STATEMENT OF RYAN WHITE CONSUMER COMMITTEE
It is the Mission of the Ryan White Consumer Committee to make HIV/AIDS services consumers aware of their right and responsibilities under the Ryan White Care Act, educate consumers about specific HIV/AIDS issues (including available resources) and related issues such as general health and social needs while at the same time address the concerns of consumers to the Regional Ryan White Committee (Ryan White Consortia #3).The Committee will meet its mission by accomplishing the following activities:
  • recruit members from regional consumers;
  • provide information about Ryan White to those who attend meetings;
  • provide mentoring to those who attend meetings
  • provide workshops to consumers on Ryan White, HIV/AIDS and on topics of importance to consumers
  • sponsor events and interact with other community events to promote HIV issues;
  • interact with consumers in the community through social gatherings and events;
  • speak to the Ryan White Committee on issues of concern to consumers
